Yes, this has been neatly covered already, but it's the time-dilation effect as detailed in Special Relativity.
Moving things - however slowly - experience time more slowly than a fixed observer. Of course, there's no such thing as a fixed observer (we're all moving around the Earth at 900mph, which is moving around the Sun at 65,000mph, which is moving round the Galactic Central Point at about 500,000mph, which is receding from the centre of the Universe at some unimaginable speed), but if the observer is travelling slower than the thing he's observing, then time happens more slowly for the observed thing relative to the observer.
The key part is "however slowly". Time dilation occurs at walking pace - though it's obviously more noticeable the faster you go, until it appears to stop at the speed of light so that, to the fixed observer, one second of your transit takes one second, but to you it takes no time at all.
At an average of about 135mph over about 28.5 hours (19 races of 1.5 hours), the difference in time experienced by an F1 driver is 0.00000002s less than the time that passes for the rest of us.
The formula, if you need it is:
Dilated Time = Actual Time - Root (1 - speed^2/speed of light^2)
