"Rules of the road" do people follow them?

One time I tried revving at a tailgater. Big flame...they back off.

Rules, of course, usually exist for the general well-being and safety of the greater community. The Primary Rule is common sense - unfortunately a rare trait in the societies we have to survive, in our pursuit of happiness.
But when do we cross the line? How do we stay within defined lines when the unexpected occurs?
What action would we take? What action should we take?
There are many scenarios where one could be placed in a position where breaking a rule can save a life. Or be sentenced for Life.

If someone is tailgating me on the highway, I'm clearly in the wrong lane and need to move to the right. If I'm in the far right lane already they either need to go around or get bent. On a two lane road where there is no passing lane, I ignore them if I'm already cruising along at Michigan Speeds. If a passing lane becomes available I'll move to the right and let them by.

I find slowing down or brake checking the tailgater only makes things worse. Although a quick flash of the brake lights is acceptable because sometimes people just aren't paying attention to the car in front and just come up too close.

As for me coming up on someone who is clearly going too slow. If there is room to move right I typically blink my highbeams very quickly to signal to get over. If they fail to understand this is not an act of hostility then they are of course being purposely dense. If all else fails I will undertake them, even though I hate doing that. On a two lane road if someone is going to slow I'll hang at a safe distance and then pass when available.

I honestly like my car too much to tailgate.
