Just win all the races you have in Hard mode and you'll get extra tracks and cars. Win those and get more etc. Winning on Easy level will unlock the tracks but not the cars.
Yeah, there's no point in running the races on anything but Hard level. They're not that difficult, and if you run them on Hard it automatically counts as winning them on the lower difficulties.
