Now all scam reporting are to be done at the PSN grief reporting. Does staff still can ban users that are scamming in the marketplace?

Yes, we can. But only if we have cause to. We're not going to be investigating individual cases anymore. It's simply far too time-consuming and there's a very low closure rate.
