You have to find all of the hidden packages. There is another way, but I forgot.

Finish the keep your friends close mission, and you get it in Fort Baxter.

There's two ways to get the Hunter.

If you get 100 packages, then it'll appear in Fort Baxter.
If you complete "Keep Your Friends Close" then it'll appear in Fort Baxter. (use the cop uniform to get in without getting shot at)
If you get 100 packages AND finish "Keep Your Friends Close" then it'll appear at Fort Baxter AND at the helipad at the south end of Ocean Beach. (sometimes it doesn't, so drive maybe a few hundred yards away and come back and it usually respawns).

I changed the text from Liberty City to NYC. The fwd you see flying is only a mod to the regular dodo.

how? do you make the dodo fly? and i think i know how to change the names of the cities with a cheat but a flying dodo!

You can make and download cars. He downloaded the Full Wing Dodo and he used a tool to change the .gxt files so that it would say "New York City" Insted of "Liberty City".

You cant. Its not possible to my knowledge on the PS2 version. Unless you download the PS2 version of the game, make the mod and changes, and then burn it onto a CD. Just look around on the web for GTA mods. Try http://gtaforums.com
