When sharing a car with friends can the see and/or change the tune on that car?

Incorrect.

When you borrow a car from someone it comes with the setup they had for it. You cannot add any parts to it nor can you change the oil or go to GT Auto at all, but you can change any settings you want with the parts already on the car. These are saved on your machine as long as you are borrowing the car, but it will not modify the settings for the person who has shared the car.
