Should there be a FAQ in Site Feedback forum?

Title says so, because I have noticed there are many new users asking "why my post must be moderated?". Without a stickied FAQ regarding this, it will be for me.

Considering a popup dialog informs users why things happen when they make their first post, I doubt an FAQ would help.

Well, I can no longer post a comment on 99% of stories that appear on the home page, no idea why.

That is an issue most likely caused by a combination of IP bans for some problematic users, and heavy server load causing cached pages to be redisplayed instead of refreshed. Jordan is aware of some instances and is trying to resolve it.
