Whenever possible, discipline is carried out privately between a single staff member and and individual user. If the action is taken to heart and the user changes behaviour, that's the end of the matter.

Sometimes that doesn't work, and the user publicly baits the staff, or blatantly refuses to change behaviour. When this occurs, the discipline is carried out publicly as well. It's the user's choice how it is handled: if they reply privately, so do we. If they make it public, we respond in kind.
