I was aiming for three things: first, I wanted to use part of the Strip, since the article says it's being considered. Secondly, I wanted some variety in the corners. And thirdly, I thought I should use some of the layout from the old ChampCar race circa 2007.
 
As long as it's not at Caesar's Palace, it can't be that bad to have Las Vegas on the calendar. Is there no current Las Vegas street circuit for Indy or is that just the oval?

Just the oval. There was a ChampCar street race in 2007, but it was abandoned after the reunification.
 
If this does form as a night race, it would be better to do it either fairly early or fairly late in the season so that it can be held somewhat early.

That's a good layout, but it's all the way downtown and none of it uses the Strip proper, which ends (going North) at Sahara Avenue.

On the South side it ends at Russell. It's really tricky to come with an interesting layout within those confines. One important thing to note is that Las Vegas Blvd. is really wide, each side could be wide enough for the cars to run through. So you could have cars streaming right past each other in opposite directions separated by a barrier and fence (if the FIA's track reg's allow that).

Another thing is road quality, it's super inconsistent around the Strip. The Strip itself is ok, but the roads around it vary. Sometimes it'll be brand new glass smooth then suddenly you'll be on super course patched up neglected road full of potholes. Namely, Koval Road, Harmon, Paradise, etc.

I'm gonna draw up my own version soon, I've been thinking about it all weekend.
 
Quick little drawing of a fun little course. About as long as Singapore, so room to cut some.

I wanted to keep it to the center part of the Strip, so it includes all the important casinos (and mine, Bally's :) ) and runs by all the iconic sidewalk attractions like the Bellagio Fountains and such. I ran it through the back of the Strip a bit (East side) to cut through the Linq/High Roller (kind of like Vegas's Singapore Flyer or London Eye) parking lot. Where liberty was taken with the layout, since it is an empty parking lot after all.

Only thing I can't figure out is where to squeeze in the pit building, which I assume needs to be permanent, and around 300 meters long. I tried setting it in the Linq parking lot, but Linq road leading to Flamingo Road isn't wide enough to be a turn 1 corner.

Only other thing I can think of is really re-working that parking lot area by the Linq so the pit building can go there. There just isn't anywhere else on the route where a pit building can be built, there's no way considering the properties and real estate it cuts through. Guess I'll figure it out later, this is just draft 1. Be sure to zoom in and check out the detail, definitely wanted to be dynamic in some of the tighter corners.

In a perfect world, I'd love for the main grand stands to be opposite Lake Bellagio for an epic starting grid location.

More of the same. The Russians don't really get along with any of their immediate neighbours. Certainly not enough to host a race under their name. Except maybe the Mongolians, but only because they haven't managed to piss them off yet.

The Luxembourg GP name only really worked because the Nurburging is fairly close to the Luxembourg border. The Moscow Raceway is a good 70km from Moscow, which is itself several hundred kilometres from the Russian border.

Neither the Finns nor the Estonians would like that. Historically, they have never gotten along with Russia.
As a Finn I can confirm that. Finland has been part of European Union for almost 20 years and Estonia is part of NATO, so it would be easier to build a circuit in either country than having GP in Russia held as Finnish or Estonian GP.
 
It's a grade 1T. So F1 could test there, but not race - Maranello or Jerez sort of situation.
When it opened in 2012, it was a 1T. It's now been upgraded to a 1.

But the track only holds 30k spectators, so without temporary grandstands, I don't see the track hosting an F1 race, even though it is certified to host one now.

Try as I might, I've never thought that the casino owners would allow for streets in and around their pleasure palaces to be closed off, and this, to be financially inconvenienced. Most tourists and locals get around on foot in the area, as well as by limo, taxi, and shuttle services, so that doesn't help them in any way.

Pipe dream or video game concept at best; this Vegas circuit idea was floated around 1997 or so but once Indianapolis opened up for an option, it was quietly shelved. Of course, there was that Caesar's Palace parking lot (by my eyes, it was a really large expanse of pavement) but let's not bring that up again.
 
According to Spanish newspapers, Bernie wants to move the Spanish Grand Prix away from Barcelona once the current contract runs out in 2017, and instead have the race in Madrid.
 
As an american F1 fan, I wouldn't want anymore races here in the states given the fact its already a waste of time and money on the part of the championship and teams. Face it, Last Vegas just mean more empty seats.
