A little contribution from me:

I checked both the a-spec and practice mode, but I don't remember seeing Nuburgring also have races in the late afternoon. Can timing be controlled too?

So far, I only your can set timing for Tuscan.

Its luck of the draw for timing on the ring. Make sure to select time change.

Wow. That pic is so old.

That was taken from an online race when you can control the time of the day. Just go to your lunge, select the track and put the time like 19:00 and maybe a time acceleration of 4 or 5. The sunset will arrive shortly and it will provide good chances at a great shot. You need to start a race and after your finished (you don't really need to finish the race, you can just exit back into the lobby) go to results screen and you have the option to save replay.

EDIT: You can see the lights of the car behind me on the flor on the left of the picture.
