Dune Buggies don't spawn anywhere. You have to buy one.

I spawned them in via creator mode. It's a death match so nobody has to go hunting for them and so I can add a few props to the track to keep it safer.

I saw a body panelless one once in Sandy Shores, didn't keep it because I had one already painted before you could paint them or mod them.
