Oh. man, that's utterly hilarious. RER, it's an anti-piracy public service announcement from what must have been about 1994 on the dangers of software piracy. It's rapped by a thumpin' computer-MC who dances around in front of this weird pixellated background chanting "Don't copy - don't copy that floppy!" And goes on to tlak about how his "posse" of game designers won't make any more games if you steal them instead of buying.
It's a riot - worth the download. And, actually, it's true.
