There should be a new Sub-Forum for F1 tuning and stuff all related to F1 cars..!!!

That makes no sense. Think about it... a whole new sub-forum for one group of cars. That's like, 3-4 cars anyway. There is already a tuning forum and it has threads which you can use to find F1 tunes if you so please.
Plus you can't request sub-forums anyway, the mods decide those.
In short, no.

Also, the tuning forum contains F1 tuning tips and setups.. So, it's highly unnecessary.

If that's the case then I suppose the F1 forum will also warrant a WRC form, DTM forum, Super GT forum, NASCAR forum...

So yeah, pointless in my opinion.
