Probably because you have a new PM. If it doesn't show a new PM, hit F5/Refresh until it shows up...

I've had a window pop up quite a few times about a couple months ago and it said I had a new PM. I would look and there would be nothing. Oh well, I'm glad it doesnt do that anymore.

You're probably looking at cached pages (that were cached at times you did have a PM). Refresh the page and you probably won't get it again.

Maybe it pops up a window when you get a PM. Go to "My GTP", "Edit Options", then cycle down to the pop up a window when you get a new PM bit and hit no.
