Considering the time period I think GT5 Prologue looked the best. It seemed to be the first game where the cars truly looked photo realistic to many people.
 
Overall GTS. I think ACC also looks amazing of what I have seen in videos. That game should be coming to next gen consoles.

DC for its weather affects and best environments. Car models are also amazing but it only shines in overcast conditions.

GT Sport and Dirt Rally 2.0 I think are the best looking modern racers.

But, back in the day, I think R: Racing Evolution was as good as it was ever going to get. That and I remember being blown away by Rallisport Challenge 2 and the PGR games at the time.
 
@ghostrider135 Thanks for including Vice City, dated for sure, but I love the 80s TV-like effects and the atmosphere.

For my nominations I remember Colin McRae 04 looking very nice back in the day, GT3 was so much better than GT2 and GT4 better enough than GT3, and both were stunners for the time.

Current racers, I love GT Sport, DiRT 4 (particularly the photorealism at night) and F1 2018. All three games that I have so I guess their newer versions (of DiRT and F1) will look even better.

Lastly, the little footage I've seen of Onrush seemed quite pretty but I will evaluate it fully when I download it from my library.
 
PS1 era it would have to be Ridge Racer Type 4. The only racing game that looks better than Gran Turismo, and that's quite a feat.

Skipped PS2 and went straight to PS3, and my wow moment was definitely GT5P. Honestly I would be happy if that's the limit of graphics for racing games. If you show pictures of GT5P to non gamers even today honestly I'd say 95% wouldn't be able to tell what is real or not. Special mention to Blur for its unique art style and presentation. It's one of those games where even just looking at part of a screenshot you'll know instantly where it comes from, just like Automodellista on PS2.

Current gen I gotta give it to Polyphony again. There is just something about the lighting in GT that is just so subtle and realistic. Other games might look better in photomode or zoomed in but in motion GTS is so natural. Special mention to Driveclub's weather effects and day/night transitions and NFS 2015 car models in garage.
