Yep, it is with Photoshop, do not handle perfectly okay but for the basics.
Simply trim, discolor the blue sky, with a bottom layer of the color you want and smoke brushes. Then tweak a little contrast and give a bluish color to the whole set and go!

For this the car weighs more to the right
