The colors list shows two different categories.. one you receive from the game, the other you receive as gifts.
The paints are the same though. Annoying feature if you ask me.
The next time you hit the 30 car threshold, try the paint recycling exercise until it comes up, it may take you 10 or 15 minutes (often less) but it will come up.

@SlyckTyres - It's much easier. You don't have to restore and rebuy anything. If you don't like the color you're offerd, just turn your PS3 off, wait a few secs and turn it on again to see which color is offered this time. Repeat this until you get chrome or whatever you want.
What is more annoying to it is ... If you use the one you gained from car collections it is replaced by 1 you got from gifting so the 2 gold chrome chip selections will always be there unless you use all your gold chrome chips up.The same applies to any colour chip.
What's also annoying is that when you sort the colours by name, count or hue, the gifted chips don't arrange in the order and stay at the top of the list .

You don't need to turn off your PS3,as long as you don't press the ok button for the paint you don't want,then just quit the game and enter again,a different paint will pop up almost immediately..
