Take the car you want, go to car settings, open the turbocharger tap, is it listed in the tap you have to win it via ticket.

If you own any of the cars you want this information for, you can check it yourself.
Open up any tuning page, select turbo and have a look at the greyed out tuning parts.
Grey means generally available, but not yet purchased or applied if it was a ticket item.
If the option is not up at all, it means, there is no such part for this car.
All parts available:

Low and Ultra High RPM not available:

You two are sadly missing a significant piece of the puzzle.

During the famed Bonanza, we figured out that the only cars you could earn parts for were the same cars that you can win in the roulettes. Since the Supra and Skylines aren't in that list, you sadly can't earn the parts for them.

Yes, even though you can literally see the option for the turbo in the settings menu, it is utterly impossible to earn in any way. Sounds dumb? Blame PD.

You have to win it in the flawed roulett

I know how to earn the turbos - I literally opened thousands of roulette tickets during the Bonanza. My point is that the only MODELS of car that can earn the turbos from the roulette, are the same MODELS of car that can be earned from the roulette.
It doesn't matter whether you paid for the car or if it was a gift - if that specific model CAN be earned from roulettes, then it can earn parts.

Those three cars you posted - R35 Nismo, RX-7 and BRZ Drift - have the POSSIBILITY to be earned from roulette tickets, which is how you've earned turbos for them. If they weren't part of the roulette prizes, you would not be able to earn parts for them.

Does that clear things up?
Again, i myself won one for the gtr and the chiron, but never seen anyone get the one for the supra or any of the skylines
Like I said, the GT-R (guessing Nismo or Safety Car, for the aforementioned reasons) and Chiron can earn parts from the roulettes, because the cars themselves exist within the roulettes. The Supra and Skylines are not part of the roulette prizes, so you cannot earn parts for them.

But that's the point, you should be able to get those parts for those cars, cause if you open the turbo menu you can see it, also you can get stage 5 weight reduction and titanium pistons and rods for the supra, but never seen anyone get those, even a guy like Dragme from yt doesn't have them

Obviously by the previous comments, the game is programmed in a way that prevents the tickets from providing tuning parts to cars that can not also be gained as a ticket price.
So as long as the Supra is not in the price pool, neither will be any special tuning part for this car be in the price pool.

The tunings parts may well exists, but they simply can not be obtained - which would hint at a bug in the programming of how ticket prices work, but we wont know for sure, and seeing how low priority for example Split Screen fixing is, ticket price bugs very likely are even lower priority in case it actually is a bug.

Precisely.
It's a real shame - I would've loved to stuff an Ultra-High Turbo or Titanium Conrods into a 2JZ or RB26, but the game simply doesn't work that way. I'm gonna host a poll on the availability of S Parts soon - I wanna hear lots of input.

For sure brah, like you im really curious to see how much faster those two engines could run with rare parts

Not sure if it's just my horrendously crap luck, but does anyone else seem to get recurringly rubbish rewards from the ticket roulettes? Literally, 5,000 Cr. every time.

This is an ongoing "issue" (not in the case of a bug, but simply by design). With the extreme upgrade parts now available to purchase, I dont even know if opening a ticket is even worth the time compared to doing a run for collecting money.

Ahh I see, thanks for getting back to me. But what's weird, is literally after I posted this comment, I opened a bunch of collected roulette tickets, and won the Zagato VGT, Aston Martin Valkyrie, and the Peugeot L500R VGT, all one after the other!. Maybe it recognises I've been constantly getting rubbish results and decided to reward me 😝
But yeah most of the time doing a run to earn some cash is more rewarding than opening a ticket, for sure.

For me it's like some crap for few days then nice car like Enzo and going back to crap. This is just another half baked feature. Like why we still have 6 star parts tickets with 15k worth prizes?

Yeah that baffles me profusely. On the six star tickets, monetary prizes should be 50k or 100k minimum 🤷🏼
