I'm just guessing but they probably have setup servers in the US & EU or have dedicated servers to those areas & want to see how they are preforming.
What this tells me is we are not the only GT fanatics that bought GT5P, they must have data that showed where discs were shipped to & decided there was enough copies of the Japanese version of GT5p in the US & EU to start testing the servers before the US & EU releases.

There arnt any servers for this game at all, all online races are hosted by the PS3 which connects first, if they leave the game shuts down. These test races are to see whether US to US or EU to EU connecting players makes the process any smoother and less laggy and the result is yes if you can find any damn players to begin with!

It started out as the "Inter-Continental Test Race". The next day there were both the US and UK Test Races. They (it) started on Jan. 22.
The 430 is simply the dominant car. In the right hands, the 599, Z06, and GTR do well. Everything else is like a pig in mud.
Sure, there are not so many people [here] racing on it, you'd rather do road courses. Pretty much daily there is a group of us racing there. The real drawback of these Test Races is the payout. It is VERY low.
If you want to make money, go to the Japan 10 lapper at Daytona on S Tires with sim handling. Some race you clean, but some of those little morons like to just give you a little tap in the turns and your race is done. As it is, it's hard to catch people. It seems like the draft is shorter and narrower. In a full room of 16, you could easily chase someone for 4 laps before you can "suck up".
You may not like ovals, but don't bag on them if your reason for not liking them is because you suck.
