If it's making changes to a track, yes, you need an update, since track data is held locally, even for the seasonals and online racing. As for why the event needs the track changes, it must've been a little embarrassing to have so many players shortcutting such a high profile event in order to beat DC's time.

If you watch the video of DC doing it, the left hand turn before Chicago, where we have cones and cannot go, he goes over there as there are no cones on the track when he drove. He almost drives in a straight line from the first big left hand turn to Chicago where we have to make an additional left-right flick and avoid cones. We should be able to follow the line he did at least.

if you watch the video of DC you'll see that he cuts almost every corner, including hammerhead were the whole car was inside the white line on the second part. I wouldn't be surprised if he just turned right on his fastest lap.
Although it is funny that PD's updates have become so minor and pathetic that we are now reduced to discussing whether their inclusion is even worthy of a thread.
