Actually I think it says 245 bhp in the event description, but 246 if you click the entry requirements button.
I noticed there are several cars from various dealerships that weight in at 246 bhp in stock version - I imagine that could be the reason why they might have changed the requirements after the event description might have been finalized. Or maybe they just messed up
