The sneak/bully mouse, on the other hand, goes totally unpunished because he lies and says the cat did it.

Hmm. But it's just a cartoon. I can't think of a single person who grew up on Tom and Jerry who is mal-adjusted or has a twisted concept of justice because of it. It's just comedy based on the premise that cats and mice are archetypal ememies. Who looks for morals in cartoons? Neon, you just sounded so liberal.
