Even though it says "Level 40 Damage", Sony/PD said damage was unlocked from the start, and it never increases. So why did PD cut back?

The original video was in a foreign language, and the description for it said that "You don't need to be level 40 for this - only patience and a destructive streak." And Sony/PD said that damage is the same the whole way through the game, didn't they? And the reason that only NASCAR and WRC cars get shown in damage trailers is because they have the most impressive damage. The rest of the cars only suffer lacklustre minor stuff compared to the WRC cars.
