what is the difference

what is the difference between pal games and other games because i was goin to buy dragonball z budokai 3 but im not sure what type to buy pal or another make so could someone please help me
 
PAL (Phased Alternating Line) displays show 625 horizontal lines, refreshed 50 times a second. NTSC (National Television Standards Committee) displays show only 525 lines - so a poorer resolution - but refresh 60 times a second - so movement is smoother.

They are not "makes", but television standards. Your PS2 will ONLY be able to use games of the television standard predominant in your region. That is:

NTSC - North America. Japan. Antarctica.
PAL - Rest of the World
 
The only permanently manned facility in Antarctica - Scott-Amundsen Base - is US territory. Thus they use NTSC TV displays...
 
Actually, there's a colossal difference in gameplay.

If you buy an NTSC game for a PAL console, you get sod all gameplay.
 
The funny thing here is that we use PAL(I don´t know if it´s PAL-M or PAL-N) system on the tvs, but since we import PS2s and Xboxes from US we gotta have TVs that support both systems (NTSC and PAL).
 
While there are differences if you start crossing platforms, a PAL game on a PAL TV will look pretty much exactly the same as an NTSC game on an NTSC TV. And they'll play exactly the same.
