First off, welcome to the planet.
You can get almost anything for 1.5 mill. If you aren't looking to spend it all win everyhing you can then go from there.
The Euro cup in amateur will net you a Gillet Vertigo. You won't have to dump an inordinate amount of cr. into it to make it really competitive. The Lancer EVO (6 & 7) are also very fast and respond well to modification.
