To be more specific: Army Base after finding 90 packages or by stealing one from the Army when you've got 6 stars. Or by cheating, but that's lame...

My highest is like 1037 CourirBoy or something( I dont know exactly without looking) thats from doing several tank rampages though.

I got to The Stuff of Legends. About 1911. It was on Vice Courier Front Page for quite a while. And, no cheats.

I think the way to get it is to be able to keep going on a destructive path with a high wanted level. The longer you go, the higher the attention.

I got up to Stuff of Legends by getting peeved at the Haitians while collecting some money and having things quickly get out of hand. I made it down to the Air Base, grabbed the tank, then cruised all the way up the second island, across Prawn Island, then down the first towards where the Hunter shows up once you've completed the main story line missions. I made it to the Hunter, got airborne, then went on a spree for a while, finally landing and saving at Hyman Condos. (I found you can save with a wanted level, which won't be there when you re-load later).

media attention is extremely hard to raise.

my crimianl rating went up 10000 points, but the media attention didnt move at all during a vigilante mission with the hunter. I prolly blew up a average of 20+ cars a minute, and it didnt budge.

After about 10 mins of tankin it up, i got 1561. International crisis.

Well, you have to have it at six stars to get it to even budge, then you have to keep going fo a long time to get i high.
