Is Ikonboard free though?
PHPBB will run on IIS, but your best bet is on Apache because there is more support from the phpBB community. And the best Apache installation is NuSphere.
So what you're looking for is http://www.nusphere.com/cgi-bin/nsp.cgi/custsrvc/utils/free_download.htm followed by http://www.phpbb.com/downloads.php and you should be ready to go. I had no problems - neither should you.

Additionally there are a whole bunch of cool mods for phpBB. I've been a member of GTPlanet for a good while now, and I also run my own forums for my local friends. GTPlanet runs on vBulletin and my site runs on phpBB. After getting a few of the mods installed I can safely say that I enjoy many of the features of phpBB over those of vBulletin. Although I've not used the admin interface on vBulletin, so I can't comment on that.
