where the hell is the import/export garage twinturbojay (great guy) told me where it was and I forgot and since this place answers all questions asked, please help me.

Go into the docks and there will be a big crane above some tracks next to a cargo ship. Its easy to identify as there will be a red marker at the bottom of the crane.

It's a chalkboard just past the bridge that leads across the end of the drydock. (At the far end of the big pit to your left if you're looking down the tracks at the crane.)

Have you finished the missions for Wang Autos yet? You can't access the Import/Export crane until you've completed those missions.

You can't do the pilot school whenever you want. At one point during the storyline you'll be told to go there to do the pilot lessons. You won't be able to continue in the plot then until you've passed all the test.
