Those are gif cars, if you do a search for them, you'll find probably hundreds on this forum alone. They're everywhere. There used to be competitions with those cars in mind. You get a stock version, and then suped them up in MSPaint. They ended a while ago, due to lack of interest.
But, like Slick says, you can't use one till 100 posts.
