The Hydra also spawns at the airstrip but after you do the mission, late in the game, where you steal one off the aircraft carrier and use it to destroy some spy vessels in the SF harbor.

Uh huh. The Hydra spawns at the Verdant Meadows airfield after the mission where you steal it for Mike Toreno, just like I said.
