Why do people want 0/0/0?

For much the same reason that people want low mileage, unrestored cars in their original condition in real life. It increases the intangible value to the collectors of them, even if they never end up using them.
 
I buy 0/0/0 cars just for the sake of knowing how many miles I pack onto the car, not specifically for optimum performance. Gives me an idea which cars I tend to drive the most in my garage, so the ones collecting dust can stretch their legs.
 
Some people are acting a bit like Jay Leno in GT5; they have too much money and a big passion for cars, so they collect them, usually with no intention of using them. I don't really understand the 0/0/0 either, but I guess it just makes them feel "happy" to collect in that fashion.

Put it this way, when you buy a pack of Condoms would you like a nice new packet or some that have been passed around a few times and have seen better days.....
