Why FL is not the fastest lap time?

FL shows 4:23.194 but I have other other laps (1st, 4th, 6th) under 4:20 ... so how is FL defined?

Your first lap is a rolling start and you were past the start line when you started, thus not a full, complete lap. Your fourth and sixth laps were pit-in laps, and laps going into or out of the pits are also not full, complete laps.

Solution
The way pitting also works is that the timer for the outlap only starts when you gain control of your car again.
