Sounds unlikely. Such a big installment. And the PSN servers will eventually end, so I don't see any reason for it being available through PSN.
Content licensing has nothing to do with it, otherwise GT PSP would never have had a digital version. Neither does preorder bonuses, as you still have to enter the code on the PS Store to redeem them.Content licencing for things contained in GT6 could easily be a roadblock for digital sales of the game. The fact that GT6 has a bunch of retailer-exclusive preorder bonuses might also have something to do with it.

...uhh... PSN isn't going down until the PlayStation brand goes down as a whole. There isn't a PSN for every system, it's a universal marketplace/online service for all PlayStation and PlayStation-related hardware, like iTunes. The only thing going down are the online portions of games - they run through PSN, but they aren't PSN themselves.
