You just forgot the </week> tag for week 4 Jerome

I find it helpful to copy and paste into a text-editor, and indent everything properly the way you would for html code ... helps to find those missing/mismatched tags 👍
I've got to disagree with a few of your points there, Jerome ...
To induce oversteer:
- raise rear brake balance / lower front brake balance
- raise rear ride height / lower front ride height
- raise front downforce / lower rear downforce
- raise rear spring rate/lower front spring rate
- raise rear stabs/lower front stabs
- add rear toe (+2) / add negative front toe (-2)
- lower the VCD
- raise LSD Accel front value
- add balast weight, and move it toward the back of the car
EDIT: I should mention that the list above is in no particular order. Which adjustment you make depends on when and where over/under-steer is occuring. (Nat, if you'd like, find me on IM and I'll see if I can help ya

)
The idea is to add grip to the front of the car (ideally), or remove grip from the rear. By stiffening the front and sofening the rear as you said, you're actually doing the opposite of what you want
I'll post my setup in a sec ....
Springs: 4/5
Ride: 85/85
Bound: 5/5
Rebound: 5/5
Camber: 1/0
Toe: -2/2 (this made a big difference)
Stabs: 3/4
Downforce: Max
Brakes: 3/3
LSD:
5/5
5/5
10/5
VCD: 20
Aids: Off
This setup has still got a fair bit of understeer, but if I mash the pedal, it'll start sliding like a kid at a waterpark .... oh, wait a minute ...
