YES! You got it! The description of this car on GTPSP states that Nismo gave PD a GT-R (R34) for them to tune with Nismo parts. This created the Gran Turismo Skyline GT-R. The pace car version was further made from this. And seeing it's a pace car, it'll always start on the last spot of the grid
