The menu option was removed because the community features had to be delayed. They haven't actually been implemented yet.

All they were was soulless, depressed buttons on the home screen that had no purpose and Kaz kindly made them happier by taking them away and reimplementing them slowly in new updates with a purpose.

Or after 1.00 they removed pointless code from the home screen that was only indicating what was to come at a later date.
