Bottas crossed the white line overtaking Perez, in GP2 they would give drivers penalties for that even if it's not all 4 tyres. Maybe an issue if the same guidelines were set in the driver briefing.
 
Lewis has to win this race. If he loses again he'll be 36 points behind.

Catching Rosberg is one thing, getting by him in the same car when fighting for a world championship is entirely another. He's not in a favourable position to be honest.
