If I believed that logic for a second than maybe but there is no way there should ever be enough trucks falling apart that a caution is needed every 20 min to go clean up the parts. Its not like these guys are hauling scrap metal around with the tailgate down and a old Kenmore washer just fell out of the bed.

~Remove caution clocks
~No overtime, restore GWC
~Either keep 1 chase final race or axe it all together
~Debris caution calls have to be played on TV so we know its not fake.
