No way. Round Le Mans, both the 88C and the 89C-V did a 3'25 lap time in qualifying without chicane. The 905 in 1992 did a 3'21 lap in qualifying with chicanes and the 908 did 3'19.7 in 2010 (3'18.5 in 2008).
(note that the track change a bit between 1992 and 2010).
To understand how the 905 was fast, just look at the time of the Mazda 787B in qualifying : 3'43.
22s slower, twenty-two.
It's not a matter of regulation, it's a matter of preference from PD.👎
Remember the track did change big time in 2002 though when they added the curves after the first chicane before it was just a straight so you can't really compare the 908's time in all fairness.
It would be interesting to know how much time people think the curves add to a laptime though for a better comparision.
