a paint chip question

I reached my 30 car paint chip award threshold, again. I cycled through multiple times to get the gold chrome, when it came up, I okayed it and went to check it...and for the second time it was not there. What's going on here?

Silver and Gold Chromes are intensely rare to occur on 10th car rewards, even on the inferred 30th car. So it is normal to have such an event to happen. If you want it quicker, trade for one.

That is exactly what I thought, should not matter that I already had a couple.
