Are there extra menus after completion of Menu 39? How do you get the extra menus? Do I have to get through all Licences to compete?

Yes, and you need to achieve a higher collector level. Reaching level 35 will unlock all the recently added ones.

so which Licences do i need?
The collector level is achieved by the value of the cars you purchase or receive as prize, no influence by the races, licences and missions you won.
So what's the point of those Super Licence Cup challenges?
The prize cars (of course, the value of the cars you are awarded add to your collector points):
  • International B License, Bronze – Toyota GR Supra Race Car Gr.4 ’19
  • International B License, Gold – Porsche Taycan Turbo S ’19
  • International A License, Bronze – Toyota 86 Gr.B Rally Car
  • International A License, Gold – Alpine A110
  • Super License, Bronze – Audi R8 LMS Evo ’19
  • Super License, Gold – Gran Turismo Red Bull X2019 Competition
And missions:
  • The Magic Mountain, Bronze – Volkswagen Sambabus Typ 2 ’62
  • The Magic Mountain, Gold – Jeep Willys MB ’45
  • Beyond the Horizon, Bronze – Honda Civic (FK8) Type R Limited Edition ’20 (used to be great at Clubman Cup Plus 550pp races, IDK with latest physics updates)
