There is no point to the Super license. Or the International licenses. The game doesn't use them for anything.

Yes, and you need to achieve a higher collector level. Reaching level 35 will unlock all the recently added ones.

The collector level is achieved by the value of the cars you purchase or receive as prize, no influence by the races, licences and missions you won.
