I find it useless with randoms.
As the driver you can change your loadout and use the guided shell. Of course to do this the MG has to be given up so a trusted gunner is needed.

I was gunner for a tank driver at Canals a few days ago and he shot down 4 choppers with CITV/ Guided missile.
Was he lazing and shooting by himself? Ive wanted to try this but I didnt think the they stayed designated for long enough to be able to switch.

That's my experience with it mate.
I've found if you jump out of the CITV seat and back into the driver seat (if alone) you lose lock. If I'm doing it wrong and someone can explain it to me thanks.
I found with two it's fine, gunner swaps to CITV station locks and holds target so the driver can fire the guided shell. Once the process is complete the gunner gets back into his seat to help with opposition infantry.
Of course having someone permanently in the CITV station works best but not many people want to do that, it's only 10 pts per lazer kill assist isn't it?
Edit: hollidog are you saying from you're previous post that the gunner can fire the guided shell from that position?

For example, a chopper would appear, he'd be painting it (for example the main turret would be tracking it and I would be hearing the 'beep beep beeeeeeeep' associated with locking a target) and then he'd follow it up with a missile and boom. It was just us two in the tank.
No, what I mean is that we switch seats, (my buddy also happens to have CITV so its just a case of us both pressing X, no one has to get out) he has guided and I have canister shell. So we can switch for air targets or ground targets. Works well and keeps it reasonably fair especially on maps like Op Firestorm where there are two helis, the guided shell can usually get some decent multkills, I think the most we have ever got is five with one hit.
From what I have noticed, before I had CITV, if I was gunner in a tank I couldn't see the person in the third seat. This could be what you are experiencing. However I have noticed that since I have unlocked CITV, if I am gunner or driver, I can always see a slot for the third person, even if there is no one in it.

While we are on the topic of tanks one thing that really bugs me is when someone jumps in as the gunner and starts randomly shooting his MG.
