What do those Beep in B-Spec mean? Is it Pit Stop for other cars?
And what about those arrows that appear between cars?

The beep is when one car overtakes another, and the arrows do show when one is quickly gaining.

If I'm not mistaken the arrows mean that one car is coming up or trying to overtake another car...
There are also more signs...such as the "P" that comes up next to cars: this means they are going to pit stop
There is another sign that a shows a picture of little car on a road that appears next to the car name when that car goes off the road...
There is also the option of pressing "X" and it will show a lot of different colored lines
Each on has a small white line somewhere on the colored line
This reperesents the sector that that particular car is on
if you whatch it, you will notice that when you pass a sector, that little white line will move
This most of the basics of B-Spec
If you need more info just ask :)

...There is another sign that a shows a picture of little car on a road that appears next to the car name when that car goes off the road...

...and when the Ford GT40 is in the race, you see that little picture anywhere from three to six times a lap.

the beep signifies an overtaking attempt, the whit bar is a lap progress bar, and the coulored bars are a graphical representation of which car is the fastest over a given sector or lap. the lighter the coulour, the faster the sector an vice versa.

When looking at the sector times, what do the light-coloured dots mean? There have been points in races where all 6 cars have had the dots next to there sector times.

The dot next to the car's best lap time means that the last lap was the car's fastest lap of the race. It therefore always appears after the first lap and, usually, after the second lap, for every car.

The arrow shows when a car has done a better section time than the car in front of it on the road and on the same lap. This is why in endurance races the arrows stops appearing when cars are lapped.

The beep shows a change of position of any car, including your own.

The dot represents a new fastest lap.
