Some may find it funny but I won't laugh neither insult this person because I've once had an English like that. In my opinion, if he can share an information to others even with a broken English, that should be fine.

I really don't see what's so funny. If this is the worst English speaker you've seen, well, I could say a lot of things, but suffice to say, no, he's not. This is not even close, in fact, this guy would be fluent compared to them.

It's the same situation here too... In fact, it's mandatory for us here to at least know how to understand, speak and write simple, plain English.

Eventhough he ran for president, I think he still needs to improve his as he still have time to do it. No exception...
