What is the best way to launch off the line? At least a way that works for most cars.

What I usually do is just rev it to the redline take my foot of the brake (race starts) and I'm off. However, I know this isn't the best way.

Check the performance graph in the tuning page for the car you're driving to see where the maximum torque can be achieved. Use that RPM range as a reference and experience with it (+500rpm or -500RPM) to see which RPM is best to launch the car off the line. Once you find that sweet spot, hold it, dump the clutch and floor the throttle.
That's what you're supposed to do IRL. However in the game, if you watch the example video of Gold license time, the AI red line it off the line every time.

It depends. I've found with 4WD high powered cars (Murcielago) I could probably get a much faster start with TC off. And sometimes Grip is your enemy.
Except for FR cars. TC is just holding you back, so feathering the throttle after launch is the most efficient way.

Each car/engine has a certain band of rpm where the most usable power/traction point is. When you hold full throttle and then pull away you will see the rpm needle drop down to a point on the gauge. This point is usually the best place to hold the revs before launch.

That's true in real life. However I'm not convinced the game simulates this accurately. I've achieved the best results in the game by just flooring it, without assists, on any surface. Bit silly but there you go.

i nearly always just floor it. Only with large BHP cars i occasionally give it less throttle because of wheelspin.
