I don't have a problem with the original post. I've read all the threads that are posted here, as well as others, there doesn't seem to be a definitive answer on the meaning of the arrows.
I have a complete hot head driver. When I let him drive entire races in the cold zone he gets depressed after a few races. Then I keep him in the hot zone for a few races and his arrow goes neutral after a few races then up after a few more.

Because there isn't one and isn't going to be one. Answers don't just appear because we ask 6 times instead of once. The in game manual gives a description. That's likely the most definitive official answer we will ever get. If it is a big concern, test your driver at a control track while he is in different states paying attention to lap times and mistakes. Or use a simple system of keep him on the bench if he has a down arrow.
