I am assuming you are reffering to fossil fuel/electric hybrids such as the honda insight, toyota prius and the jeep commander.

The theory behind them is the conservation of energy, and thus reduced fuel consumption without a significant loss of power.
They way they work is that they use a high efficiency internal combustion engine. (unleaded, diesel, CNG or other) This engine is used in conjunction with a sophisticated electric motor and generator setup. When the engine spins, it drives the wheels and recharges large onboard batteries. Most of the drive, the car is running off of the electric engine, powered by the batteries. When you need a bit more power, they both kick on. When you stop your car and your batteries are full enough, the engine shuts itself off. (i.e. sitting at stoplight)
The problem comes into this equation with the law of conservation of energy. The solution is improved efficiency. All the extra juice that your car makes goes to waste at idle, in high rpms, and out your headers as heat. This way, the engine runs really slow and the energy generated is not wasted.
The Jeep Commander is the prototype for a whole range of hybrid trucks. Having a hybrid truck makes a lot of sense. They generally make a lot of power that they dont use, and when they need power, they need a LOT of it. Electric engines make buckets of torque that can be applied almost instantaneously.
