So you can press the online button, as you could for the stealth and Chromeline, but the person that wants to borrow is blocked in doing so.

As far as I understood the GT5 DLC is tied to your account. PD recommends to download DLC with the account you used to play GT5 with!

Probably not but what you can try is have him login on your ps3 and upload his save file on there as well, then download the DLC and activate it on his account. Save the game and see if this new save file will work on his ps3. I asked earlier if the DLC will work on different accounts on the same PS3 so this should work.

I dosent work my friend, pd have been very shrude with this dlc, can't realy blame them with all the dupers and cheats that have been getting a free ride!

The DLC is an activation key, not a download, so game sharing the DLC wont work, lending out cars I dont think will work either but I havnt tried it yet.
