Yes, but it's not currently an automated process, which I do expect to re-implement soon.

Until then, I can process gifted subscriptions manually. Just send the payment (prices are listed here) via PayPal to subscriptions:@:gtplanet.net, then send me a private message with the transaction ID and the username of the account you'd like to upgrade.
